If they are too sharp of a turn they will slow the traffic trying to leave the highway. So they wait till they find a gap in traffic large enough to enter that lane or they wait till traffic is clear in that lane before entering.Īnother possible issue causing this is your exit ramps. They for reasons choose to lane change at that spot but the traffic in that lane they wish to change to has such heavy traffic that there is too little room “between” vehicles to change lanes. The only time I have seen this outside of a mod causing issues is heavy traffic and vehicles not having the room to lane change.

When a vehicle stops on the road does it change lanes before continuing on its way? If no then have you tried to remove the piece of highway and pieces on either side and remake them to rule out broken nodes? You wrote that the traffic is “heavy” on the highway. It would be nice to see a screenshot of one of the highways with the issue.
